Certain countries that are not party to the Hague Apostille Convention require document legalization through their embassies or consulates in Turkey. This procedure confirms the authenticity of signatures, seals, and the capacity of the issuing authority — enabling the document to be accepted abroad.
Unlike an apostille, legalization is a multi-step process, and the requirements can vary depending on the destination country.
How the Legalization Process Works (General Overview)

Private documents (e.g., contracts, declarations) must first be notarized in Turkey.

Public deeds are then presented to a competent Turkish court for authentication of the notary’s credentials.

Ministerial Validation:

In some cases, the Ministry of Foreign Affairs or the Federal Office of Administration (for certain countries) confirms the validity of the prior certifications.

Only after these steps can the document be presented to the embassy or consulate of the respective country for final legalization.

If the receiving country requires an English (or other language) version, a certified court translator must complete the translation. In many cases, the translation must be attached with the original copy before legalization.
